Mr. DONALDS. Madam Speaker, I was meeting with National Guard personnel in my office discussing their needs and dire dietary conditions while stationed here. Unfortunately that meeting ran into the end of rollcall No. 73. Had I been present, I would have voted ``nay'' on rollcall No. 73.
