Cape Coral City Council appointed Richard Carr as the City’s District 4 Councilmember Wednesday, December 13, 2023.

Carr is a 30-year resident of Cape Coral with a background in public administration and law enforcement. He worked for the School District of Lee County as the Director of Professional Standards and for the City of Cape Coral as the Code Compliance Manager. In his 25-year career as a law enforcement officer, Carr served as a Captain at the Fort Myers Police Department and an Assistant Chief of the Naples Police Department.

Carr holds a Bachelor of Public Administration from Barry University. He is also a graduate of the FBI National Academy and the Florida Criminal Justice Executive Institute. In his free time, he enjoys boating, golfing, and attending sporting events.
